HWIN Registration and Land Disposal Notification

 Between January 1st and February 15th generators of hazardous industrial waste will be required to renew their Generator Registration on the Hazardous Waste Information Network (HWIN). With the implementation of Phase I of the new Ontario Land Disposal Restrictions (LDR) on August 31, 2007, generators will be required to provide the Ministry additional information during the registration process.

Under the new LDR regulations (which are part of O. Regulation 347), generators are required to have knowledge of the ultimate destination for their waste. If generated hazardous waste is ultimately land disposed or shipped out of province for fuel blending or treatment, generators are required to provide specific details regarding the nature of the waste using Form 2B on the HWIN website. Wastes that are recycled are exempt from the LDR regulations. Liquid industrial waste, PCBs and Pathological waste are specifically exempt from the LDR regulations.

Hazardous wastes that Safety-Kleen manages include solvents, paint, paint thinners, gasoline, antifreeze, oils and oily water. Solvents, paint thinners, oils and oily water are typically recycled through a Safety-Kleen recycling facility. Wastes that are recycled through a Safety-Kleen recycling facility are exempt from the LDR regulations. Paint, gasoline and other ignitable liquids and sludges are examples of waste typically processed into a waste derived fuel at our Chambly, QC blending facility. Wastes processed at this site are not exempt from the LDR regulations.
